If you'd like a cheap one, I'd recommend getting in touch with your local veternarian or better still, your local Kennel Club.
They'd have a list of breeders and may also be able to recommend non-pedigree breeders.
Personally, you are better off buying a non-pedigree as not only are they somewhat cheaper, because their bloodline isn't meticuously monitored, they are less prone to breed-specific dieases and ailments.

Maybe a toy store. There's no such breed. Pomeranians have one breed standard. Anyone telling you different is trying to rip you off with inferior quality dogs for exorbitant prices. Stay away from them. Instead, google pomeranian rescue and adopt.
You will never find a cheap dog. People who make imitation teddy bear dogs are puppy mills or back yard breeders, and they will cost a lot more in the long run with Vet bills.

I have 2 Pomeranian. Just plain Jane poms. Never heard of a "teddy bear". You are getting taken if you buy anything other than a Pomeranian.
Yes $1500 is way too much for a breed that doesn't even exist in the first place...
There is no such thing as a "teddy bear" pomeranian. It's just somebody using gimmicky terminology to scam you into paying more for an ill-bred puppy.
Cheap puppies usually have health and/or temperament issues.
